Does Outlook Work in China?
Yes, Outlook.com and work or school Outlook accounts work on Chinese mobile data and Wi-Fi without a VPN. Mail can be slow because China's links to the rest of the internet are congested, so use the Outlook app, which keeps a copy of your mail, rather than the website. Gmail is blocked, so if you use it, forward it to Outlook.com before you fly.
Before you fly
- Install the Outlook app. Microsoft advises users in China to use apps that keep a copy of your mail rather than the website.
- If you use Gmail, forward it to Outlook.com. Gmail is blocked in China, so set this up at home.
- Ask your IT team about China. Find out whether they want you to use the company VPN for work email.
Outlook.com and Hotmail
Personal Outlook.com accounts, including Hotmail addresses, aren’t blocked in mainland China. GreatFire Analyzer, which tests websites from mainland China, lists outlook.live.com as not blocked.
Speed can be a problem. Microsoft says China’s links to the global internet are congested, which causes packet loss and delays for all traffic in and out of the country. Some travel and eSIM sites, which sell connectivity, describe Outlook access as unstable on some networks.
Microsoft ended Teams for personal use in China in 2026. Its notice doesn’t mention Outlook.com, and we found no similar notice for it.
Work and school email
Work and school accounts on Microsoft 365 work from China too. The National University of Singapore says Microsoft 365 accounts hosted outside China can be reached from inside China, and GreatFire lists outlook.office.com as not blocked.
Microsoft says people in China who work away from a company network, for example from a hotel, home or café, can see poor performance. Its advice:
- Use apps that keep a copy of your mail, such as Outlook, rather than the web version.
- Companies can send Microsoft 365 traffic through the company VPN, so it crosses the border on their own network. Ask your IT team whether they want you to use it.
- Report problems to your IT team. Microsoft notes that not every problem comes from the border.
How Outlook compares with Gmail
Gmail is blocked in China. Far West China, a travel blog by a long-time China resident, says mail apps such as Apple Mail and Microsoft Outlook can’t download Gmail from Google’s servers either. China Mobile Phones, which sells SIM cards, suggests adding Gmail to Outlook as a workaround. We couldn’t confirm that it works.
To use Gmail on the trip, you need a roaming eSIM or a VPN. Travel China Cheaper suggests a free fallback: forward your Gmail to a Hotmail or Outlook.com address. It notes that Hotmail could also be blocked in future. Set up forwarding before you fly, because Gmail’s settings are on the Gmail website, which is blocked.
With a roaming eSIM or VPN
You don’t need either for Outlook. Both send your traffic outside mainland China, and Outlook works on both. You may still want one for blocked apps like Gmail. See eSIM or VPN for China.
The China edition run by 21Vianet
Exchange Online operated by 21Vianet is a separate version of Microsoft’s work email for China. Microsoft doesn’t run it. 21Vianet, an internet data center provider in China, operates it from local data centers with technology licensed from Microsoft.
